Gesundheit ist ein Menschenrecht

Die Corona-Pandemie zeigt auf drastische Weise, wie ungerecht der Zugang zu gesundheitlicher Versorgung verteilt ist. Gesundheit gibt es nur für jene, die es sich leisten können. Während schon in Deutschland hunderttausende keinen ausreichenden Zugang zu medizinischer Versorgung haben, ist die Lage an den europäischen Außengrenzen und im Globalen Süden deutlich schlimmer. Weltweit haben Jahrzehnte der Sparmaßnahmen und der Gewinnorientierung im Gesundheitswesen zu einem riesigen Personalmangel und schlechter Ausstattung geführt. Die Folgen werden in der Pandemie besonders offensichtlich. Die Gesundheitsarbeiter*innen sind am Ende ihrer Kräfte und die Corona-Pandemie hat die Lage massiv verschärft. Doch statt den Weckruf für dringend nötige Veränderungen zu hören, setzen die Bundesregierung und die EU weiter auf business as usual.

Patente machen Gesundheit zur Ware

Patente sind ein zentraler Pfeiler dieser ungerechten Zustände. Das international bei der Welthandelsorganisation geregelte Patentsystem verzerrt systematisch die Erforschung von Krankheiten und den Zugang zu Medikamenten. Das Maß der Dinge ist dabei nicht die Gesundheit aller, sondern der Profit der Pharmakonzerne. Die Auswirkungen werden in der globalen Verteilung der Corona-Impfstoffe deutlich: Die Impfstoffe werden knapp und teuer gehalten, obwohl deren Entwicklung erst durch Milliarden an öffentlichen Geldern ermöglicht wurde. Die Pharmakonzerne sichern sich die Gewinne durch die Patentmonopole und werden gleichzeitig von der Haftung befreit. Während sich wenige reiche Länder mit Exklusivverträgen den Großteil der bislang produzierten Impfstoffe sichern konnten, haben ärmere Länder massive Schwierigkeiten, an Impfstoffe zu kommen. Solange dies der Fall ist, sterben jeden Tag zehntausende Menschen. Außerdem entstehen immer weitere Virusmutationen, die die Pandemiebekämpfung gefährden - auch in Ländern des Globalen Nordens. Die Pandemie wird erst zu Ende sein, wenn sie überall zu Ende ist!

Deutschland blockiert Gesundheit für Alle

Mehr als 100 Staaten fordern gemeinsam mit Indien und Südafrika schon seit Oktober 2020 das Aussetzen der Patente für Corona-Impfstoffe und andere notwendige medizinische Produkte wie Tests oder Geräte bis zur Eindämmung der Pandemie. Dadurch könnte weltweit schneller und kostengünstiger Impfstoffe produziert und die Pandemie weltweit besiegt werden. Selbst die USA wollen sich inzwischen auf Verhandlungen einlassen. Doch Deutschland lehnt die Freigabe der Corona-Patente, den sogenannten „TRIPS-Waiver“, weiterhin vehement ab. Deutschland stellt damit die Profitinteressen seiner Pharmakonzerne vor Menschenleben. Wir sagen: Der TRIPS-Waiver ist nur der Anfang - wir brauchen mehr öffentliche, global koordinierte, patentfreie Forschung und Entwicklung sowie mehr Technologietransfer für die Gesundheit aller.

Am 13. Juni auf die Straße!

Wir nehmen die tödliche Blockade der deutschen Bundesregierung nicht hin! Es ist Zeit gegen diese unsolidarische Politik auf die Straße zu gehen. Am 8. und 9. Juni wird in der Welthandelsorganisation erneut über die Patentfreigabe in der Corona-Pandemie verhandelt. Die Bundesregierung muss ihre Blockade hier aufgeben!  Im Rahmen einer Aktionswoche werden wir am 13. Juni in Berlin unseren Protest auf der Straße sichtbar machen und sagen: Gesundheit für Alle - #GebtDiePatenteFrei!

Millions of lives are at stake. All patents on essential goods to fight the pandemic must be released now!

The Right to Health is a Human Right!

The Covid-19 Pandemic drastically depicts the unequal distribution of access to healthcare globally. It is only accessible to those who can afford it. Already in Germany, hundreds of thousands of people do not have sufficient access to medical care. The situation beyond the European borders and in the Global South, however, is substantially worse. Decades of austerity measures and profit-driven health care have globally led to major staff shortages and poor facilities. The consequences of this become horribly evident during this pandemic. Health workers are overworked and at their limits and the pandemic has massively worsened their situation. Yet instead of responding to the call for urgently needed change, the German government and the EU continue to engage in business as usual. 

Patents Commodify Health

Patents serve as a central pillar to these unjust conditions. The international patent system, regulated by the World Trade Organisation systematically distorts research into diseases and access to pharmaceutical supplies. Instead of global health and well-being, the profit of the pharmaceutical companies is the determining factor. The impact is clearly demonstrated by the global distribution of Covid-19 vaccines. They are kept expensive and in short supply, even though their development was only made possible through billions of euros of public money in the first place. Pharmaceutical companies secure profits through patent monopolies while being exempted from liability. As a result, a few rich countries have been securing exclusive contracts and thus, the majority of vaccines produced, while poorer countries have tremendous difficulties in obtaining minimal vaccine supplies at all. Tens of thousands of lives lost each day become the price for such structural inequality. On top of that, ever more mutations of the virus are emerging (including in countries of the Global North), threatening the fight against the pandemic. The Covid-19 pandemic will not be over until we start fighting it as a global endeavour! 

Germany Blocks Health for All

Since October 2020, India and South Africa, along with more than one hundred other countries, have been calling for the suspension of patents on Covid-19 vaccines and other necessary medical supplies and equipment until the pandemic is contained. This would enable faster and cheaper production of vaccines worldwide and could accelerate the global defeat of the pandemic. Even the US is willing to engage in negotiations. Germany, however, continues to vehemently oppose the so-called "TRIPS-waiver", which would result in the release of the Covid-19 related patents. By doing so, Germany is prioritising the profit generation of its pharmaceutical companies over human lives. The TRIPS-waiver, however, is only a start; we urgently need more public, globally coordinated, patent-free research and development, as well as more technology transfers to benefit the health of everyone.

Let's Take it to the Streets on the 13th of June!

We refuse to tolerate the deadly blockade of the German government! It is time to protest these self-serving, profit-driven policies. On the 8th and 9th of June, the World Trade Organisation will resume negotiations on temporary patent clearances for the time of the pandemic. The German government must lift its blockade! As part of a week of action, we will take our protest to the streets of Berlin on the 13th of June. We demand: Health for All - #ReleaseThePatents!
